Non-EU citizens without residence -permit

To foreign citizens without residence -permit are granted:

  • Emergency and essential hospital care (danger to life);
  • Outpatient emergency and essential treatment (cases not immediately dangerous but which could cause danger to life);

The condition of emergency or essentiality must be certified on the clinical documentation.
Emergency health care and essential treatment shall be provided for pregnancy protection, children protection, vaccination and treatment of infectious disease.

Foreign citizens illegally on the territory, in the first-time treatment delivery, should be given a STP regional code (Temporarily Present Foreigner), which is recognized throughout the national territory.
This code identifies the migrant that should get essential health services even for reimbursement of services provided. The stranger, at the same conditions of Italian citizens, must contribute with the co-pay fee (ticket).
